Your new role
We have an exciting opportunity for a passionate Learning & Development Manager to join our train maintenance centre in West London & Bristol. This is a permanent role.
Specifically, you will be responsible for the following deliverables;
- Working with the wider Service & Maintenance organisation, design and deliver the learning & development plan to meet recruitment ramp up plans for TMC’s, control room, and contractors
- Recruitment, selection, leadership and development of the Learning & Development (L&D) team to deliver major rail contracts throughout the UK
- Lead and coach the Senior L&D Specialist (SLDS) to ensure the L&D Team is focussed and fully supported to deliver on business objectives
- Provide professional advice, guidance and expertise in order to standardise all learning activities in the area of technical, non-technical skills and operations training
- Ensure that all learning professionals are trained and competent for their area of activity, and fully utilised to deliver HRE internal and external requirements
- Represent HRE at operations, safety, customer and third parties interface meetings as necessary, ensuring any required actions are followed up
- Manage all training by approved original equipment manufacturers, learning providers and consultants to ensure standardisation of costs, approach and learning content for the business
- Manage the Service & Maintenance training budget for own area, in conjunction with the designated Finance Manager
- Support the Learning & Competence Assurance Manager (LCAM)in the following areas:
- Implement and maintain a competence management system (CMS) to continually monitor and assess HRE staff competence, skills, licences and qualifications
- Management of all training for the CMS, to ensure all users are aligned in the operation, functionality and use of the system across all sites
- Change control process for the CMS, to ensure it is fit for purpose, updated, and aligned with other systems such as LMS, SAP or HR databases
- Validate and maintain all learning resources, materials, processes, documents and procedures, ensuring that they are approved and controlled
- Ensure HRE has a suitable and sufficient verification process for the TMC Development Specialists, and others, across all relevant areas of the business
- Training audits, ensuring that any recommendations, safety or otherwise, are reported, briefed, and incorporated into learning resources, materials, assessments or related digital content, and deputise in his or her absence
- Work with the wider Talent and Development (T&D) Team to design and develop course materials and digital resources using recognised methods such as RSSB RS100 Good Practice on Competence Development and RSP1 Developing and Maintaining Staff
- Liaise with T&D Team, TMC Management, Engineering and Approvals Teams, to ensure that all changes to maintenance manuals, train operating manuals, and other relevant literature is reflected in learning or digital content and questionnaires (contractual or otherwise)
- Regularly communicate, update, and brief Safety, Engineering, TMC management and staff to make them aware of any changes which might affect safety critical work
- Regularly attend learning events to build internal and external networks, ensure best practice, and explore new methods of delivering training and development for the business
- Prepare for and carry out any internal or external audits as required by the business
- Prepare for and carry out any risk based training needs analysis, or risk assessments, to ensure that all training interventions and activities reduce risks to health and safety
- Undertake any other reasonable duties and responsibilities as may be required
About you
Essential Skills
- Experience of managing or coordinating projects
- Experience as trainer and/or assessor in an engineering or railway environment
- Practical experience of developing learning interventions and resources based on the needs of the learner and organisation
- Driven by the desire to create and achieve a quality product
- A passion for training, and a desire to assist in the development of others
- Experience of communicating information effectively, both orally and in writing
- Practical experience, within a role, of ensuring health and safety obligations are met
- Sound understanding of Non-Technical Skills, and how they are used in safety critical tasks
- Budgetary and Project management experience
Qualifications
- Have served an apprenticeship in either an electrical or mechanical discipline or
- Level 3 qualification in either an electrical or mechanical discipline or
- Military engineering background equivalent to the above
- Recognised assessor qualification
- Recognised management qualifications
Desirable
- Practical experience in designing tests and assessments to meet learning objectives
- Practical experience of carrying out assessments to either company or national standards
- Practical experience of delivering maintenance or engineering skills technical training;
- Practical experience of working as a Depot/TMC driver/Mainline Driver to the Railway Rule Book GE/RT8000; practical experience of Operational training within an engineering or railway environment
- Practical experience of being a nominated coach/leader within an organisation
