The Group Data & Analytics Office (GDAO) is a central team with the strategic goals of: Simplify Data Architecture, Drive Data Quality and Accelerate the adoption of analytics to transform the bank, engage our customers and deliver value.
Purpose of the Role
Reporting to the Head of Group Data Management, this senior leader (Band 5) will oversee the Data Management workstream of the BCBS 239 programme including response to Data Management RMPs, BCBS 239 compliance and acceleration of Data Management as a Bank competency.
The individual will be a full-time member of the BCBS 239 Programme 2021-23.
The role holder will work closely with members of the Group Data and Analytics team and other key stakeholders across the group including Group Executive Committee (GEC) and Senior Management Team (SMT) to drive Data Management adoption and understanding, and cultural change, working in particular with Group Change, Enterprise Risk Management and the network of Business System Owners.

This job can be done anywhere in the Republic of Ireland. The primary office location is Dublin, to which occasional travel will be required, exact frequency to be agreed with manager.
Key Accountabilities
- Manages planning, budgeting and programme governance for Data Management workstream of the BCBS 239 programme (2021-23)
- Manages allocation and performance of internal and external resources assigned to Data Management workstream of BCBS 239
- Leads, and provides SME knowledge to, Metadata activity to collect logical and physical data lineage, and business glossary definitions, for risk metrics in-scope for BCBS 239
- Oversees Data Management tooling architecture workstream of BCBS 239, including vendor relationships, software upgrades and integration of chosen tools
- Provides SME knowledge to, development and enhancement of Data Management Standards, Procedures and Operating Model to enable embedding of activities
- Leads development of a Data Quality dashboard for risk metrics in-scope for BCBS 239, with a focus on ability to scale and automate production
- Identifies critical areas for remediation – technical (systems) and core data – and collaborates with GDAO remediation team
- Compiles evidence, engages in regulatory communications, and monitors deadlines to respond to Data Management RMPs and enable BCBS 239 compliance
- Develops and manages stakeholder relationships with Data Role Holders across the organisation from analysts and system SMEs to senior management
- Gathers content for Data Management training programmes, for specialists and general staff, to support competence maturity
- Contributes to the strategy for Data Management to improve and maintain data quality, integrity, access and security while mitigating known risks
- Researches the latest thinking and techniques, attends relevant industry events, and deploys new knowledge and skills where relevant
Essential Skills & Experience
- Leadership excellence, combined with highly tuned interpersonal, writing and communication skills
- Proven experience managing cross-functional change programmes in a matrix environment
- Demonstrated experience in defining and implementing data quality programmes and forums to improve the underlying accuracy and availability of core system data
- Strong Risk Management experience including identifying issues, root-cause analysis, tracking and implementation of controls
- Proven record in building business intelligence solutions, and leading analytics teams in an agile environment
- In-depth knowledge of banking with thorough understanding of the Irish and UK regulatory environment (including data related regulations, such as GDPR and BCBS239)
- Extensive experience in data architecture, data integration, data enrichment, data manipulation, data warehousing, and both customer and business intelligence
- Experience in integrating complex, cross-enterprise processes and information strategies (including measurement through strategic metrics and scorecards)
- IT knowledge and understanding of related transformation disciplines (e.g. strategic planning, portfolio management, change management etc)
- Strong leadership skills, experience in building and managing a team of multi-cultural information management professionals
