Position Background and Scope
The U.S. Navy Surgeon General has outlined four key tenets for projecting medical power globally and ensuring the survivability of the force: People, Performance, Platforms, and Power. Together they form a holistic framework for the Navy Medicine community to carry out the Surgeon General’s strategic vision.
This position will work as part of a team that directly supports strategic decision-making through quantitative analysis while unifying advanced analytics efforts across the Navy Medicine enterprise. The primary objective is to research and develop the latest data engineering and data science technologies to continually improve the Navy’s operational planning for medical force readiness.

Position Summary And Responsibilities
TBE is seeking a Data Architect to support advanced analytics efforts within the U.S. Navy Bureau of Medicine and Surgery (BUMED). The candidate will provide data knowledge leadership, architect relational and non-relational databases, and data pipelines, and build foundation for developing analytics applications at-scale. Near term priorities include evaluating existing data architectures across organizations and developing strategies for gaining efficiencies, strategies for migrating data to an integrated cloud environment, and designs for the development of a data architecture to support future analytics initiatives. Present architectures may be stove-piped, independently developed and sustained, and may or may not include existing API’s. This prevents effective integration of data across these systems to support enterprise wide data science and business intelligence applications. The candidate will help BUMED understand current system limitations and capability gaps, existing API’s, shortfalls in relation to the state of the art. The candidate will also advise BUMED leadership on strategic doctrine, policy changes, and technical recommendations that will allow Navy Medicine to develop a pathway for transitioning disparate information systems into an architecture that facilitates actionable analyses.

Qualifications
Education and/or Experience
- Bachelor’s Degree in Software Engineering, Computer Science, or related STEM field.
- Minimum 8 years of professional experience as a Data Architect or Data Engineer providing leadership on architecture, design, and implementation of data management solutions, data pipelines and flows using contemporary methods.
- Knowledgeable in the design and construction of data engineering architectures that enable well-integrated transactional, collaborative and analytical systems at-scale.
- Hands-on experience with data compute, storage, and security components using Cloud (preferably AWS) Data Warehousing Services such as Redshift.
- Experience with Big Data Analytics platforms, tools, and technologies such as Databricks, Snowflake, Teradata, and Palantir.
- Experience with various Data/Information Modeling and Governance techniques at the enterprise level using tools such as Erwin.
- Experience with industry-leading Data Architecture, Data Management, and Migration (ETL) tools such as Talend and Informatica.
- Experience in migrating workloads/data from on-premise to the cloud, and cloud to cloud.
- Superb communication skills with the ability to elicit goals, needs, and outcomes with Leaders at all levels across different functions.
Highly Desirable Skills and Characteristics
- Hands-on experience in Big Data technologies (e.g., Hadoop, Hive, and Spark).
- Familiarity with data visualization tools (e.g. QLIK, Tableau, Kibana).
- Experience on working with integration technologies (e.g. MuleSoft).
- Working understanding of ML (“Machine Learning”) concepts and technologies.
- Strong analytical, problem solving and interpersonal skills.
- Ability to operate in a self-guided manner in a fast-paced fluid environment.
