Senior Process Safety Engineering Manager

Job Overview and Responsibilities
Reporting to the Site Director and a member of the site leadership team, the Senior Process Safety Engineering Manager will function as the site Health, Safety & Environment (HSE) Manager with responsibilities and accountabilities including but not limited to:
  • Oversight, mentoring and management of site HSE Department with Environmental, Occupational Health, Process Safety and HSE Engineering resources as direct reports;
  • Active, hands-on functioning role as a site HSE leader and resident senior technical expert in process safety engineering;
  • Responsible for developing HSE improvement plans in alignment with Corporate zone and group requirements;
  • Conduct site wide, in-depth screening of both new and existing process safety technologies for improvement opportunities;
  • Responsible for ensure compliance with Process Safety Management (PSM) and applicable TSSA requirements, process safety engineering improvement activities, evaluation of process risks including Management of Change (MOC) and Process Hazard Analyses (PHAs);
  • Works with Site Engineering Manager to ensure maintenance of Process Safety Information including P&IDs, competencies in Relief Valve Design Basis documentation, Building and Facility Siting evaluations;
  • Participates in or lead incident investigations;
  • Reviews and evaluates HSE aspects of projects with special focus on process safety including equipment improvements, replacements or environmental projects;
  • Effectively interface with other groups across the company (including Group HSE and Engineering) to gain support for site goals then facilitate execution to assure success;
  • Monitor key safety metrics (design near misses, KPIs, and near misses) to recommend and implement improvement programs in safety engineering; and,
  • Follow both internal and industry codes and safe design best practice requirements to drive improvements at the site to achieve Solvay risk criteria and or site objectives.
Education and Experience
Minimum Qualifications:
  • Degree in Chemical Engineering
  • Professional Engineer certification
  • Minimum of 7+ years’ experience in Process Safety Engineering as a primary role (Process Safety Technical professional) at higher hazard chemical or petrochemical site(s)
  • Experience in management of a functional team, preferably Process Safety Engineering
  • Process Hazard Analysis Leader experience
Differentiating Qualifications:
  • Advanced Engineering Degree
  • Minor or advanced degree in Process Safety
  • 10+ years working in high hazard chemical or petroleum industry
  • Experience in phosphorus based chemistry
  • Experience in Canadian Occupational Health & Safety, in particular Ontario
  • Experience with Ministry level interactions
  • Experience with oversight of Site Environmental Department
  • Experience with operation requirements for Emergency Flare units connected to Process Safety Devices
  • External Process Safety certification (CSP, CCPSC, CFSP, CFSE, or similar)
Skills
  • Significant process safety experience with breadth of knowledge in various technologies and an emphasis on reactive chemical, large flammable gas/liquid processing;
  • Expert knowledge of Canadian PSM, TSSA and Electrical Code standards, risk assessment/ranking methodologies, LOPA, consequence modelling, SIL assessment, SIL verification calculations, mechanical integrity, facility siting analysis, area classification, in-plant and offsite QRA Safety Requirement Specification, Proof Test Procedures, Functional Safety Assessments, Pre-Startup Safety Reviews (PSSRs);
  • Strong familiarity with globally recognized safety codes, industry standards (e.g., API and NFPA) and best practices regarding process safety design requirements and practices, especially for reactive chemical, petroleum, and flammable processes;
  • Demonstrated capability to collaborate with engineering design functions to guide process safety product development and design;
  • Dynamic, engaged, on-the-floor process safety leadership and managerial success;
  • Demonstrated ability to facilitate improvements in HSE culture through partnered efforts within the various site departments;
  • Ability to provide process safety leadership to site teams in developing solutions that both achieve safety risk criteria and meet business and engineering constraints;
  • Proven experience in peer reviewing process safety deliverables, assessments, recommendations, and conclusions;
  • Excellent verbal and written English skills for communication to all levels of the organization;
  • Ability to identify complex technical challenges and promote both inherently safer designs and creative, practical, and effective solutions through engaging internal and external (as needed) technical resources to achieve engineering safety and business goals; and,
  • Ability partner with Group HSE Process Safety and Group Engineering for collaborative and effective resolution.
