Summary:   A strategic and tactical role that is highly focused on world class cost management.

Strategic element requires one to participate in, contribute to and implement the organization’s global strategic procurement plan in line with overall business performance goals. Conduct technical, business and process analysis identifying areas for improvement and providing advice to senior management. Manage suppliers by setting, measuring and driving performance expectations while working with cross-functional teams (internal and external) to drive program deliverables.

The tactical element is hands-on and requires one to drive down costs utilizing benchmarks, effective negotiation strategies, should cost tools, metal market trends and supply chain/commodity analysis and sourcing strategies.  Active role in the planning and the procurement of materials, components and services to support the requirements of the Company.

Essential Duties and Responsibilities include the following; however, other duties may be assigned.

  • Provide strong leadership skills to align the Purchasing/Sourcing team with other Wabtec internal and external cross-functional teams.  Hold Purchasing and Sourcing Team accountable for sourcing strategies and execution of those strategies. Coach and mentor the team to develop each employee through performance reviews. Execute staff review meetings to discuss lessons learned based on the results from daily activities.
  • Develop and execute aggressive annual savings budget targets for direct and indirect materials, collaborating with the Finance Leader, Operations Leader, Group Sourcing Director and Corporate Commodity Leaders.
  • Generate annual sourcing project decks and lead sourcing efforts to ensure cost effective sourcing strategies are in place to support budget requirements for direct materials and indirect materials.
  • Generate timely and accurate monthly reporting for KPI targets, including direct material and indirect savings, synergy savings, cashflow improvement and quality metrics such as supplier PPM, OTD and NCR.
  • Leverage supplier capabilities and business opportunities on a domestic and international basis. Proven ability to work effectively in a culturally diverse environment.
  • Participate in group, regional and global sourcing activities and councils. Ensure alignment and support corporate commodity goals and objectives
  • Select reliable sources of supply, engaging complimentary suppliers and working with key suppliers to improve value delivered to the organization. When appropriate, work with internal functions to ensure requirements are fulfilled and seek assistance in the qualification and evaluation of new components or new suppliers.
  • Oversee the 1) preparation of tenders, 2) accurately evaluate supplier quotations (considering total landed costs, payment terms, year over year productivity improvements and provisions for material and currency price adjustments), 3) lead supplier negotiations, 4) identify the optimal sourcing decision and 5) negotiate and successfully execute master supply agreements in accordance with corporate standards.
  • Set up and manage lean replenishment programs (such as Kanban or vendor managed inventory) with suppliers.
  • Drive value engineering cost reduction and lead-time reductions with internal functions (i.e. Engineering, Manufacturing, Quality), and the suppliers. Ensure a competitive sourcing environment leading to continuous improvement in quality, cost, service and technology.
  • Responsible for executive business reviews of strategic sourcing plans, including savings performance, market and business analysis, product roadmaps, supplier capabilities, supplier risk assessment and annual / quarterly/ monthly strategic business objectives.
  • Maintain personal knowledge of market trends including rigorous analysis of market drivers, cost structures, technical improvements and competitive landscape and use this knowledge to drive price reviews monthly or quarterly with suppliers. Apply knowledge and lessons learned to continuously improve the supply chain operations and vendor management practices.
  • Execute quarterly supplier business reviews.
  • Understands and documents the following:
    • Supply/demand capacity dynamics and market trends
    • Cost structures of materials including impact of underlying material cost driver trends
    • Methods and opportunities resulting in lower cost of ownership of products
  • Negotiates value from multiple perspectives:
    • Purchase price and contractual terms and conditions
    • Total acquisition cost
    • Prioritization and timing considerations
    • Alternative solutions and/or materials

Education/Experience:

  • Bachelor’s degree aligned with Business, Operations, Supply Chain Management oriented degrees and 7+ years of experience managing cross-functional projects and programs with tight deadlines, commodity management, supply chain and logistics management or manufacturing.
  • Experience required in offshore vendor qualification and procurement.

Desired Qualifications:

  • Certified Purchasing and Supply Chain Manager (CPSM) Certification is preferred.
